The terrorist bombings have created fear in our hearts. But it is not fear of death at the hands of rabid thugs, but our own reaction to what is happening — our indifference, reluctance, and inability to feel compassion is what is scary. I have to say that I am not a pessimist, and never was. All my life I, and everyone around me, thought me an optimist. Always and everywhere I used to see only the good. Even where at first glance there was nothing pleasant at all. I only watch nice, pleasant movies. A crime show, which is what it should be called, I only watch on TV. I do not view the death of parents, or severe diseases in children, as punishments, but as an alternative to something worse, something that we cannot mentally grasp at that moment. In short, I live according to two principles: ‘tomorrow will be better than yesterday’ and ‘the morning is wiser than the night before’. But the blasts in the Moscow subway have driven me past that ‘point’. It has become scary. I am scared at my reaction to what is going on.

In any Russian terror act the terrorists and the government are always to blame. Only the public is ever blameless. In this case the terrorists sacrificed themselves, so now the government works around the clock to deal with the aftermath while the public sits on the Internet and discusses it all. The above paragraph, of course, was written to attract an angry reader's attention. So now that you have made it this far, I will try to explain. Around noon on Monday the entire center of Moscow was packed with special vehicles. The wounded had already been transported to hospitals, the dead put into plastic bags, and a pretty little helicopter had already departed from Lubyanka Square. Holy Week has begun. I received a letter from colleagues in Chechnya. They write: «People died. We have always condemned terrorism, it cannot be justified. We express our condolences to the bereaved families of the slain, and all the victims. It is unfortunate that we cannot send these words to them directly.» I can only join this letter. The fact that there is terrorist underground in the country, one which took shape after the second Chechen war, has already been known for some time, two, four, or even eight years ago. Russia's Constitutional Court declared that verdicts of the European Court of Human Rights (ECHR) in civil cases are grounds for revising the decisions of Russian courts, according to the Constitutional Court's website. According to the resolution of the Constitutional Court, ECHR decisions are binding on Russia, and the state is not only obliged by the Constitution to make payments to persons whose rights have been violated, but to also provide legal remedies. What, in your opinion, was the most remarkable event of the forum? I would say that it was certainly participation by terror victims in the Congress. More than 1,600 people, who were in one way or another affected by various acts of terror, attended at that time. There were people from Colombia itself, which had for decades suffered from the depredations of FARC (ed: the Revolutionary Armed Forces of Colombia). There were victims of the terrorist attacks in the United States on September 11th, 2001. There were some survivors from one of the bloodiest attacks in Northern Ireland, in Omaha (Ireland). There were many Spaniards, who were victims of Basque terrorism and the terrorist attacks on March 11th, 2004. Felipe, Prince of Asturias, as well as his wife, and the presidents of Colombia and Mexico, attended the Congress. The latter closed the Congress. These persons also lent their gravitas to the event.
